The interest subsidy scheme in Gujarat under the Viksit Gujarat Industrial Policy 2026 reimburses 7% a year on the term loan in every taluka — 8% for women entrepreneurs, first-generation entrepreneurs and registered manufacturing start-ups — and the unit always pays at least 2% itself (paras 4.2 and 5.2 of the MSME GR of 25 September 2026). MSMEs get it for five years from DoCP, the date of commercial production, up to 10% of eligible fixed capital investment (EFCI), 20% in the five selected thrust sectors. Large, Mega and Ultra Mega units get 7% for 8 to 12 years, up to 10% to 25% of EFCI (paras 4B–4H of the Large GR dated 8 September 2026). Only a term loan from a bank, a recognised financial institution or an ECB lender counts — never an NBFC loan — and only the amount disbursed within the investment period. On a ₹6 crore loan at 9.5% for a ₹10 crore small unit in Sanand, the subsidy is ₹42 lakh in year one and hits the ₹1 crore cap in year three.
Interest subsidy for MSMEs and Large units in Gujarat: rate, tenure and cap
Unlike the capital subsidy, the rate does not change with the taluka: it is 7% in Category A and Category B alike. The category changes the combined ceiling the interest subsidy shares with the capital and power tariff components; size and sector set the tenure and the cap.

The extra 1% is an MSME provision (para 4.2(b)); the Large GR has no equivalent. Every figure sits inside the annual ceilings of the package — 9% or 7% of EFCI a year for small and medium enterprises, 2% or 1.5% for general-sector Large units — with no carry-forward. See the interest subsidy service page and our Viksit Gujarat Industrial Policy 2026 guide.
What 7% means on your loan rate: the 2% you always bear
Para 5.2(f) of the MSME GR is one sentence: “In any case, the enterprise shall have to bear a minimum 2% interest levied on term loan by the financial institution.” Para 6B(vii) of the Large GR says the same. So the subsidy is 7% or your loan rate minus 2, whichever is lower; for the 8% category, 8% or the rate minus 2. On a loan priced below 9% the floor, not the headline rate, sets the subsidy.

| 8% | 6% | 2% | 6% | 2% |

Two further rules shape the figure. The subsidy is reimbursed only on interest the lender actually levies — penal interest and other charges are not interest (para 5.2(d)). And a Government of India interest subvention is offset first, so that the unit still bears 2% after both (para 5.2(g)): on a 9.5% loan with a 3% central subvention, the State’s share is at most 4.5%.
A ₹6 crore term loan at 9.5% in Sanand, year by year
The State pays ₹1 crore of the ₹1.9 crore of bank interest over five years; the unit pays ₹90 lakh.
- The unit: a new small enterprise in Sanand (Ahmedabad district — Category B in the 2026 taluka list; confirm it in writing before filing) with ₹10 crore of EFCI.
- The loan: ₹6 crore from a bank at 9.5%, fully disbursed within the eligible investment period and repaid ₹1 crore a year from the end of year one; interest is charged on the balance at the start of each year.
- The subsidy: 7% of that balance — the rate is above 9%, so the full 7% applies and the unit bears 2.5% — up to 10% of EFCI, ₹1 crore over the five years.
| Year | Interest paid to the bank | Subsidy received |
|---|---|---|
| Year 1 | ₹57 lakh | ₹42 lakh |
| Year 2 | ₹47.5 lakh | ₹35 lakh |
| Year 3 | ₹38 lakh | ₹23 lakh₹1 crore cap reached |
| Year 4 | ₹28.5 lakh | Nil |
| Year 5 | ₹19 lakh | Nil |
| Five years | ₹1.9 crore | ₹1 crore |
At 7% the loan would have earned ₹1.4 crore; the 10%-of-EFCI cap cuts ₹40 lakh of it, so from year four the loan earns nothing.
- In the 8% category (women and first-generation entrepreneurs, registered manufacturing start-ups): 7.5% here, because the unit always bears at least 2% (9.5% − 2%) — ₹45 lakh in year one, ₹37.5 lakh in year two, and the cap is reached in year three with ₹17.5 lakh. The cap comes sooner; it does not rise (para 4.2(b): “within over all ceiling”).
- At 8.5% instead: the subsidy is 6.5%, ₹39 lakh in year one, and the unit still bears 2% (₹12 lakh).
- With the 25% capital subsidy as well: the 7% annual ceiling of ₹70 lakh leaves only ₹20 lakh a year for interest subsidy, so year one’s ₹42 lakh is paid as ₹20 lakh — worked through in our article on the VGIP 2026 combined ceiling.

MSME loan subsidy in Gujarat: what qualifies and what disqualifies
Para 1.8 of the MSME GR defines the term loan and para 5.2 sets the conditions; the Large GR mirrors them in paras 1.17 and 6B.
- Qualifies: a term loan from an RBI-recognised financial institution or bank, an ECB from an overseas institution, or a government financial institution such as NDDB, GSFS, HUDCO, REC or PFC — sanctioned for setting up the project (para 1.8).
- Qualifies: only the amount actually disbursed within the eligible investment period against the sanctioned loan, and only for EFCI (paras 1.8, 5.2(b)–(c)). Money drawn for land, working capital or pre-operative costs earns nothing.
- Disqualifies: a loan from an NBFC — “Loan availed from NBFC will not be eligible under the scheme” (para 1.8). The government financial institutions the para names, and any others the SLEC approves, are the exception.
- Disqualifies: a loan disbursed after the investment period — 12 months from DoCP, or 18 months where plant and machinery exceeds ₹50 crore (para 3.2). Disbursement, not sanction, is the test.
- Disqualifies: default. The subsidy goes only to a unit paying regular instalments and interest; a default period, determined under RBI guidelines, earns nothing and is deducted from the five years (para 5.2(e)). Three months in default in year two costs ₹8.75 lakh of subsidy on the Sanand loan and shortens the period to four years and nine months.
- Disqualifies: penal interest and other charges (para 5.2(d)) — they are not interest for the scheme and are never reimbursed.
No loan, no interest subsidy — but no loss of the rest. A self-financed unit still claims the full capital subsidy and the power tariff subsidy. The interest subsidy is the one component that needs a lender, which is why the loan is sized against the ceilings before the bank sanctions it, not after.
How to claim the interest subsidy on a term loan in Gujarat
Get the sanction letter right
A term loan from an eligible lender, sanctioned for the project’s eligible fixed capital investment and clearly linked to it. Large, Mega and Ultra Mega units file the sanction letter with their registration application before DoCP or by 8 December 2026, whichever is later (Large GR para 8.2(V)).
Before disbursementDisburse inside the eligible investment period
Only the amount drawn from 1 January 2026 to the end of the extended period counts (paras 1.8, 3.2). A tranche released late, or for an ineligible asset, drops out of the base.
By DoCP + 12 or 18 monthsApply for the Provisional Eligibility Certificate within six months of DoCP
Or within six months of 25 September 2026, whichever is later (para 6.1). Interest subsidy claims open only after the PEC or FEC (para 5.2(a)); the PEC covers 40% of EFCI (para 6.6). Large units have three months (Large GR para 9.1).
Within 6 months of DoCPFile the claims with the lender’s statements
Micro and small enterprises are sanctioned and paid by the General Manager, District Industries Centre; medium enterprises by the MSME Commissioner (para 23.2). Large units claim every three months from the Industries Commissioner (Large GR para 11). The claim rests on the bank’s interest and repayment statements; CGTMSE fee reimbursement for micro and small units is paid once a year with it (para 15.4(b)).
Each claim periodKeep the account regular for five years
Every instalment and every interest debit on time; stay in production throughout (para 22.3); keep 85% of staff Gujarat-domiciled (para 5.4). A late Final Eligibility Certificate is cut in proportion to the delay and not entertained after two years (paras 21.2–21.3).

Interest subsidy in Gujarat: frequently asked questions
What is the interest subsidy on a term loan in Gujarat in 2026?
Under the Viksit Gujarat Industrial Policy 2026, 7% a year on the term loan in every taluka — 8% for women entrepreneurs, first-generation entrepreneurs and registered manufacturing start-ups — with the unit always paying at least 2% itself. MSMEs get it for five years counted from DoCP, up to 10% of EFCI (20% in selected thrust sectors); Large, Mega and Ultra Mega units for 8 to 12 years, up to 10–25% of EFCI.
Is the interest subsidy for MSMEs in Gujarat really 7%?
It is 7% or your loan rate minus 2 percentage points, whichever is lower, because para 5.2(f) of the MSME GR makes the enterprise bear a minimum 2% of the interest. A 9.5% loan earns the full 7%; an 8.5% loan earns 6.5%; an 8% loan earns 6%. The same floor applies to the 8% category and to Large units under para 6B(vii) of the Large GR.
Does the DIC in Gujarat sanction the interest subsidy?
For micro and small enterprises, yes: para 23.2 of the MSME GR names the General Manager of the District Industries Centre as the sanctioning and disbursing authority for interest subsidy. Medium enterprises are sanctioned by the MSME Commissioner. Large, Mega and Ultra Mega units file claims every three months with the Industries Commissioner and are sanctioned by the committee for their investment size.
Which loans are eligible for the MSME loan subsidy in Gujarat?
Term loans sanctioned for the project by RBI-recognised financial institutions or banks, external commercial borrowings from overseas institutions, and loans from government financial institutions such as NDDB, GSFS, HUDCO, REC and PFC (para 1.8). Only the amount disbursed within the eligible investment period against EFCI counts. Loans from NBFCs, working-capital limits and money spent on land or pre-operative costs do not qualify.
What is the maximum interest subsidy an MSME can get?
10% of eligible fixed capital investment over five years, or 20% in the selected thrust sectors — ₹1 crore on a ₹10 crore unit. A ₹6 crore loan at 9.5% repaid ₹1 crore a year reaches that cap during year three. If the unit also takes the full capital subsidy, the annual ceiling of 7% or 9% of EFCI leaves about 2% of EFCI a year for interest and power tariff subsidy together.
What happens if I miss a loan instalment?
Interest subsidy is paid only to an enterprise that pays regular instalments and interest to the lender. Any default period, determined under RBI guidelines, earns no subsidy and is deducted from the five-year eligible period (para 5.2(e)). Penal interest charged for the default is never reimbursed (para 5.2(d)). A three-month default in year two of the Sanand example forfeits ₹8.75 lakh.
Can I claim the interest subsidy with a central government interest subvention?
Yes, but the State subsidy is reduced so that the unit still bears at least 2% of the interest after both are offset (para 5.2(g) of the MSME GR; para 6B(viii) of the Large GR). On a 9.5% loan with a 3% central subvention, the State pays at most 4.5 percentage points. Total incentives from State and Centre together can never exceed EFCI (para 5.4(c)).
