Industrial areas in Gujarat and their incentives: belt by belt
Gujarat’s industrial estates run in belts from Vapi to Kutch. What a plant earns depends less on the estate than on three things the estate fixes: the taluka’s category under the Viksit Gujarat Industrial Policy 2026, the DISCOM that bills the power, and the offices that handle the file. This guide maps all three for every belt — DISCOM, DGFT office, Customs Commissionerate, District Industries Centre and the Category A and B talukas — with a page for each of the seven belts we work in most and for the flagship estates: Sanand GIDC, Ankleshwar GIDC, Dahej and Sachin GIDC.

The industrial belts of Gujarat
Seven belts hold most of Gujarat’s manufacturing: the Vapi–Umbergaon strip, Surat and Hazira, the Bharuch chemical estates, Vadodara and Halol, the Ahmedabad ring from Vatva to Dholera, Kutch’s ports, and Saurashtra’s engineering and ceramics towns. Each has a page listing every estate, its taluka and category, the DISCOM, the offices and a worked example; north Gujarat we handle on request.

Why the taluka, not the estate, sets the rate
Under the Viksit Gujarat Industrial Policy 2026 every taluka is Category A or Category B — 130 and 138 of them — and the category sets the MSME capital subsidy (35% or 25% of eligible investment), the power tariff subsidy (₹2 or ₹1 a unit), the combined ceiling (45% or 35%) and the Large matrices. The estate’s name does not appear in any GR; the taluka in the land record does. Our taluka category list has all 268, and each belt page reads it for its estates.

| Component | Category A | Category B | Notes |
|---|---|---|---|
| Capital subsidy, MSMEs | 35% of EFCI | 25% of EFCI | Micro units paid in one instalment, small and medium over five years; 35% / 30% in the five selected thrust sectors |
| Interest subsidy | 7% a year | 7% a year | 8% for women, first-generation and registered start-up MSMEs; the unit bears at least 2%; five years, up to 10% of EFCI |
| Power tariff subsidy | ₹2 a unit | ₹1 a unit | Five years for MSMEs, up to 25% of EFCI; eight to twelve years for larger units |
| Combined ceiling, MSMEs (general sectors) | 45% of EFCI | 35% of EFCI | Capital, interest and power tariff together, over five years; 9% / 7% a year for small and medium units |
| Combined ceiling, Large (general sectors) | 20% of EFCI | 15% of EFCI | Capital 15% / 10%, paid over ten years |
| Combined ceiling, Large (thrust sectors) | 35% of EFCI | 25% of EFCI | Capital 25% / 15%, paid over eight years |
| Electricity duty exemption, EPF reimbursement | Same | Same | Statutory and outside the ceiling; the category does not apply |
Two talukas, one estate. The Mandal–Becharaji SIR straddles Mandal (Category B) and Becharaji (Category A); the Dahej PCPIR spans Vagra and Bharuch (both B); several talukas — Nanapodha, Ambika, Areth — were newly created when the list was drawn up. We read the plot’s taluka from the land record and confirm the category in writing before anything is filed.
DISCOMs, electricity duty and the power tariff subsidy
Five distribution licensees bill Gujarat’s industry, and two of the incentives run entirely on their bills: the power tariff subsidy in Gujarat is paid per unit bought from the licensee, and the electricity duty exemption in Gujarat — 15% of consumption charges on HT, 10% on LT — is levied by every licensee until CEICED’s exemption certificate reaches it. The licensee changes the paperwork, never the rate.

Who handles the file, belt by belt
Five kinds of office take the files, and which one depends on the size of the unit and the scheme, not on the estate: the District Industries Centre for MSME claims, the Industries Commissionerate for Large units, CEICED for the electricity duty exemption, the DGFT Regional Authority for EPCG and the Customs Commissionerate for MOOWR.

One page per belt and one per flagship estate, each built the same way — estates and talukas, the rates by size, the schemes, the sectors, a worked example, the process, the dates, the questions we get asked and the GRs — so that a plot anywhere in the State can be read against the same facts. Eight more estate pages are in preparation.

Industrial areas and incentives: questions we get asked
Which industrial areas in Gujarat are Category A under VGIP 2026?
Few of the established estates: most GIDC estates — Vapi, Sachin, Ankleshwar, Dahej, Makarpura, Savli, Halol, Vatva, Sanand, Kadi, Morbi, Rajkot, Mundra, Gandhidham — sit in Category B talukas. The Category A talukas near industry are Dholera and Becharaji (Ahmedabad belt), Netrang (Bharuch), Kaprada, Dharampur and Nanapodha (Valsad), Umarpada and Mahuva (Surat), Sinor and Desar (Vadodara), Mandvi, Nakhatrana, Lakhpat and Rapar (Kutch), Talaja — which holds Alang — Limbdi, Sayla and Chotila, and all of Botad district. The GR lists 130 Category A and 138 Category B talukas.
What does the category change?
For an MSME: capital subsidy of 35% of eligible fixed capital investment in Category A against 25% in B, power tariff subsidy of ₹2 a unit against ₹1, and a combined ceiling of 45% against 35%; interest subsidy is 7% a year in both. For a Large unit the general-sector ceiling is 20% against 15% and the thrust-sector ceiling 35% against 25%. The electricity duty exemption, EPF reimbursement and the central customs schemes do not depend on the category.
Does a GIDC estate get anything a private industrial plot does not?
No — the VGIP 2026 rates, the electricity duty exemption, MOOWR and EPCG apply to a plot inside or outside an estate alike, and a building put up on a GIDC plot or a GIDC shed counts in eligible investment. The one difference runs the other way: the power connection refund — 35% of the DISCOM’s service-line charges, up to ₹5 lakh — is only for MSMEs outside GIDC estates and approved industrial parks.
Does the DISCOM change the power tariff subsidy or the duty exemption?
No. The subsidy is paid on power bought from any distribution licensee in Gujarat — UGVCL, MGVCL, DGVCL, PGVCL or Torrent Power — and the exemption applies to the duty every licensee levies. What the DISCOM changes is the paperwork: its bills are the claim documents, and it keeps charging electricity duty until CEICED’s exemption certificate reaches it, then refunds what was paid in the meantime.
Which DGFT and Customs office does my plant come under?
DGFT by district under Appendix 1A: Surat for Surat, Navsari, Valsad, Tapi and Dang; Vadodara for Vadodara, Anand, Kheda, Panchmahal, Dahod, Bharuch and Narmada; Rajkot for the Saurashtra districts; Ahmedabad for the rest of Gujarat, Kutch included. Customs by CBIC Notification 21/2022: Mundra for Mundra taluka, Kandla for the rest of Kutch, Jamnagar (Preventive) for Saurashtra, Ahmedabad for the rest of the State — with the local Custom House at Hazira, Dahej, Pipavav or the airport handling the cargo.
How do the belt pages and the estate pages differ?
A belt page covers a district or a group of estates — every estate, taluka and category, the DISCOM and the offices, a worked example and the questions that come up — and is the right page if you are still choosing a location. An estate page goes one level down to a single estate such as Sanand GIDC, Ankleshwar GIDC, Dahej or Sachin GIDC: its taluka and category, its DISCOM, access, sectors and the offices that pay each claim. Both read from the same GRs.
Can we file from Ahmedabad for a plant in Vapi or Kutch?
Yes. MSME claims go to the District Industries Centre of the plant’s district and Large claims to the Industries Commissionerate in Gandhinagar; the electricity duty exemption is filed online with CEICED; EPCG and MOOWR go to the jurisdictional DGFT and Customs offices. We prepare and file from Ahmedabad and attend the district office for queries and asset verification.
